Name That Tune #3

One of my housemates came through a bit ago and was totally surprised to see me up so early. Thankfully the housemate that annoys me the most is camping this weekend.

Not sure how well known this song is, but I guess we'll see...

I've heard this before, but I can't place it. And it cuts off right where it starts to sound really, really faintly familiar.
